Популізм як загроза ліберальним демократіям: урок для України

Abstract

У даній роботі досліджується феномен політичного популізму та його вплив на ліберальні демократії, зокрема в контексті України. Актуальність теми обумовлена зростанням популістичних рухів в сучасному світі, що загрожує стабільності демократичних інститутів, підриває політичну культуру та сприяє авторитарним тенденціям. Особливу увагу приділено аналізу передумов виникнення політичного популізму, зокрема ролі лідерів популістичних рухів, а також проявів популізму в діяльності політиків ліберальних демократій. Основні завдання дослідження включають визначення теоретичних засад популізму, систематизацію проявів популізму в сучасних політичних системах, аналіз ризиків для України та розробку технологій протидії цьому явищу. Вивчення популізму в Україні є особливо важливим через специфічні політичні та соціальні умови, де популістичні ідеї знаходять значний відгук серед населення. Висвітлено, як популізм може загрожувати демократичному розвитку країни, порушуючи принципи верховенства права, балансу гілок влади та прав людини. Окремо проаналізовано можливі технології протидії популізму в Україні, зокрема через підвищення політичної освіти громадян, посилення відповідальності політиків перед суспільством та вдосконалення політичних інститутів.This paper examines the phenomenon of political populism and its impact on liberal democracies, particularly in the context of Ukraine. The relevance of the topic is due to the growth of populist movements in the modern world, which threatens the stability of democratic institutions, undermines political culture and promotes authoritarian tendencies. Particular attention is paid to the analysis of the prerequisites for the emergence of political populism, in particular the role of leaders of populist movements, as well as manifestations of populism in the activities of politicians in liberal democracies. The main objectives of the study include determining the theoretical foundations of populism, systematizing the manifestations of populism in modern political systems, analyzing risks for Ukraine and developing technologies to counter this phenomenon. The study of populism in Ukraine is particularly important due to the specific political and social conditions where populist ideas find significant support among the population. It highlights how populism can threaten the democratic development of the country, violating the principles of the rule of law, the balance of power, and human rights. Separately, possible technologies for countering populism in Ukraine are analyzed, in particular through increasing the political education of citizens, strengthening the responsibility of politicians to society, and improving political institutions.
