Механізми державного регулювання зайнятості населення

Abstract

В даній статті розглядаються механізми державного регулювання зайнятості населення, проаналізовані основні нормативні документи, що визначать державну політику в сфері зайнятості населення, а також приділено увагу проблемам, пов’язаним із реалізацією положень чинного законодавства у сфері зайнятості населення. В роботі розглянуто особливості сучасної державної політики зайнятості населення України, узагальнено напрями державної політики в сфері зайнятості та запропоновано шляхи формування ефективної зайнятості. Механізм державного регулювання зайнятості населення охарактеризований з точки зору застосування різних методів регулювання. Економічні, організаційні та адміністративно-законодавчі методи регулювання зайнятості повинні в умовах кризи адаптуватися до нових вимог. Досліджено і проаналізовано зміни в законодавстві щодо зайнятості населення та процеси, які покращили б функціонування ринку праці. У статті визначено чинники, які заважають розвитку ринку праці та визначено шляхи покращення державного управління механізму з регулювання ринку праці.The article deals with the mechanisms of state regulation of employment, analyzes the main normative documents defining the state policy in the field of employment, as well as attention to problems related to implementation of the provisions of the current legislation in the field of employment. The paper considers the peculiarities of the modern state employment policy of the population of Ukraine, generalizes the directions of the state policy in the field of employment and proposes ways of forming an effective employment. The mechanism of state regulation of employment of the population is characterized in terms of the application of various methods of regulation. Economic, organizational and administrative-legislative methods of employment regulation must adapt to the new requirements in the conditions of the crisis. The changes in the legislation on employment of the population and processes that would improve the functioning of the labor market have been researched and analyzed. The article defines the factors that hinder the development of the labor market and identifies ways to improve the state management of the mechanism for regulating the labor market.
