Радянська модель місцевого управління доби воєнного комунізму: конституційно-правовий аспект

Abstract

Стаття присвячена конституційно-правовій проблематиці організації місцевої влади. Основна увага, при цьому, приділяється радянській моделі місцевого управління у період її становлення, котра припадає на добу так званого «воєнного комунізму», коли більшовики, незважаючи до своє негативне ставлення до парламентаризму, залишили представницькі установи, втіленням яких й стали Ради.The article is devoted to the constitutional and legal problems of the organization of local authorities. At the same time, the main attention is paid to the Soviet model of local government in the period of its formation, which falls on the day of so-called "military communism", when the Bolsheviks, despite their negative attitude to parliamentarism, left representative institutions, the incarnation of which became the Council.
