One of the innovations in the process of organizing education in Ukraine, as a country that actively implements the demands of time and the Bologna process, is the actualization of distance learning, that meets the needs of the modern society, the society that needs a mobile professional who can implement the skills and knowledge in the globalized society, not only limited to the norms and standards of their own country. Distance learning is one of the promising and effective forms of higher education, which ensures the expansion of professional contacts, as well as greater use of the scientific and methodological potential of higher education. The authors consider the open educational resources to ensure the further effectiveness of the education system in Ukraine (in the context of society digitalization), to adapt it to the process of global integration. Based on the analysis of best world practices in soft skills development, the article’s authors conclude that transferable skills are fundamental to the formation of professional competencies. This conclusion has become possible based on a thorough theoretical review and self-report questionnaire findings. The article describes implementing a 21-day-skill-acquisition teaching technique to form and develop students’ hard and soft skills. The intervention conducted at the Department of Germanic Philology, Faculty of Foreign Philology and Social Communications, Sumy State University, targeted the 1st-year BA and 1st-year MA Translation Studies students who created their content using modern video blogging technology. The research findings make it possible to conclude that the development of soft skills significantly determines students’ personal trajectory of learning and acquiring professional competencies.Item Ukrainian "Enlightened Bureaucracy" in the System of Higher Education of the Russian Empire in the ХІХ century(Cherkas Global University; Academic Publishing House Researcher s.r.o, 2021) Лебідь, Євген Олександрович; Лебедь, Евгений Александрович; Lebid, Yevhen Oleksandrovych; Shevchenko, N.A.The article reveals the influence of representatives of Ukrainian "enlightened bureaucrac" on the processes of formation and development of higher education system of the Russian Empire in the XIX century, in particular, legal education on the example of the Moscow and St. Petersburg Imperial Universities. To this end, an attempt was made to systematically examine the life and career of P.G. Redkin, a native of Romny (Sumy Region), who was one of the representatives of Ukrainian "enlightened bureaucracy". Redkin's contribution to the development of higher education system, as well as his influence on the intellectual life of the Russian Empire is considered in this manuscript in several aspects. Firstly, it is educational activity of P.G. Redkin as an Extraordinary and Ordinary Professor, Head of the Chair of Encyclopedia or General Review of Law System of the Moscow Imperial University (1835-1848); Chair of Encyclopedia and History of Law Philosophy of the Saint Petersburg Imperial University (1863-1873), Rector of the Saint Petersburg Imperial University (1873-1876); Honorary Member of this University (1878). Secondly, it is public and state activity of P.G. Redkin as a founder and publisher of the first law journal in the Russian Empire, founder of educational community, popularizer of universal literacy and professional education of teachers, etc. Thirdly, it is the scientific activity of P.G. Redkin, the author of fundamental works on the history and philosophy of law, an honorary member of the Imperial Academy of Sciences. It is shown that scientific, social, state and pedagogical activity of Redkin, Varadinov and other representatives of Ukrainian "enlightened bureaucracy" significantly affected not only the sphere of higher education and science in the Russian Empire, but also the system of state and public relationsItem The Organization of the Educational Process in Kharkov Imperial University (1835–1863)(Academic Publishing House Researcher s.r.o., 2021) Лебідь, Андрій Євгенійович; Лебедь, Андрей Евгеньевич; Lebid, Andrii Yevheniiovych; Shevchenko, N.A.This paper analyzes ‘The Review of Instruction in Subjects at Kharkov Imperial University’, an official document that regulated the organization of the educational process in Kharkov Imperial University. The work provides an insight into the evolution of modifications to the titles of this historical source for the entire period it was published. It examines the document’s substantive and formal characteristics such as structure, format, and data presentation. A quantitative analysis of data from the document helped establish a list of disciplines and courses taught at the university and measure the weekly academic load of students in Kharkov Imperial University (in hours), which made it possible to also measure this load across terms and for instructors as well. The study helped establish certain distinctive characteristics of the document – more specifically, the fact that it contained recommendations regarding scholarly and scholarlyinstructional study guides that instructors were to use in their work. Such recommendations were eventually replaced with a list of recommended literature for each course taught at the university. The present paper also provides dynamic data on the quantitative composition of the teaching workforce in each specific department. The authors established the scholarly-pedagogical potential of Kharkov Imperial University in the period between Nicholas’s University Statute of 1835 and Alexander’s University Statute of 1863. It was established that, in addition to their primary duties at the university, professors also gave public lectures, which had them adapting their courses to the needs and interests of the public. As a rule, giving public lectures was not a burden on instructors, as it was voluntary in nature.Among other matters, the authors researched the nonacademic component of university education – more specifically, the teaching of the “pleasing arts”. Based on this, a conclusion was drawn that the model of higher education in the Russian Empire in the 19th century was focused on the all-round development of a person.Item Social Status of a Teacher in Ancient Rome(Academic Publishing House Researcher s.r.o., 2021) Kudinov, D.V.; Лебідь, Андрій Євгенійович; Лебедь, Андрей Евгеньевич; Lebid, Andrii Yevheniiovych; Teres, N.; Shevchenko, N.A.The source base of the study consists of literary works of fiction and publicistic genre, letters of the Republic citizens and subjects of ancient Roman emperors, who bear witness of the attitude of contemporaries to the profession of a teacher, determine its prestige and social significance. This preconditioned the aim of the study to determine the social status of a Roman teacher. The authors claim that the latter depended on both formal and informal factors. However, personal level of professional achievements, attractive individual traits, morality, support from influential people were more important than belonging to a particular class of mentors or state regulation of education. The teacher's authority regulated his right to corporal punishment of students and influenced the amount of remuneration. The researchers believe, that a certain criterion to determine the prestige of the profession is the quantitative indicator of payment, as well as the regularity of its implementation. The teacher's wealth increased his place in the system of social relations and, conversely, was a consequence of patronage by the authorities. However, the incomes of most teachers remained low, which, in combination with other criteria of prestige of the job, allows to conditionally establish the status of a teacher at a level “below average”.Item Чиновничество Российской империи: современная украинская историография(Academic Publishing House Researcher s.r.o., 2020) Лебідь, Андрій Євгенійович; Лебедь, Андрей Евгеньевич; Lebid, Andrii Yevheniiovych; Shevchenko, N.A.; Volkov, A.N.; Ponomareva, M.A.В статье исследована современная украинская историографии истории чиновничества Российской империи. В основу работы были положены научные труды современных ученых Украины. Предметом исследования этих ученых были правительственная политика в области государственного аппарата и организации службы чиновников, формирование и различные аспекты развития бюрократического аппарата на украинских землях Российской империи, вопросы служебной и внеслужебной повседневности чиновников Российской империи. Авторами отмечена особенность в изучении предметного поля истории чиновничества в украинской историографии, которая состояла в акцентировании национально-региональных особенностей истории чиновничества.Item Социальный портрет населения украинских губерний в середине ХIХ в. Рассмотрены история создания, структура, план изложения и характер информации, представленной в Обозрениях. Обозначены их составители с указанием краткой исторической справки о них. На основании анализа обозрений украинских губерний составлен социальный портрет местного населения с учетом его этнической, религиозной, социальной принадлежности. Социальный портрет населения украинских губерний составлен на основании описаний в «Военно-статистических обозрениях Российской империи» быта и нравов местного населения, а также уровня его «умственной» образованности посредством анализа данных о количестве и типах учебных заведений, имеющихся в губерниях, численности учащихся в них, их соотношении к общей численности населения губернии, а также численности учительско-преподавательского состава. Подсчитано количество учащихся, приходящихся на одного педагогического работника. Все данные обобщены как по губерниям (Правобережным, Левобережным и Южно-Украинским), так и в целом по Украине.Item Чиновничество Российской империи: современная историография вопроса. The work was mainly based on the scientific works of modern scientists from Belarus, Russia, and Ukraine. The subject of research of these scientists was the questions of official and unofficial everyday life of officials of the Russian Empire. Particular attention is paid to the works devoted to the study of stereotypes, values and morals characteristic of a bureaucratic environment. Many studies have studied the system of motivation, rewards, punishments, and other issues related to the daily routine of civil servants in the Russian Empire. The authors once again noted the unevenness in the study of the subject field of the history of bureaucracy. The block of scientific papers in which general theoretical questions of the formation and functioning of the bureaucracy of the Russian Empire are highlighted is very large. At the same time, little attention is paid to the study of the life of officials, in particular, living conditions, leisure and entertainment, family and marriage relations.
