    HealthTech in ensuring the resilience of communities in the postpandemic period

    The COVID-19 pandemic has led to increased adoption of digital technologies in healthcare. According to most researchers, this contributed to increasing the resilience of medical institutions, healthcare systems and communities to the pandemic challenges. The dynamic development of HealthTech continues in the post-pandemic period. The article purpose is to summarise the current directions of HealthTech development, analyse main patterns of the global and Ukrainian digital health market development and study possibilities of HealthTech use to increase the resilience of communities and healthcare systems to natural and man-made emergencies. The article systematises the types of HealthTech by components, types of technology and stages of application. It was determined that all basic digital technologies such as the Internet of Things, artificial intelligence, BigData, AR/VR, 3D modelling and others are used in modern healthcare systems. Specific areas of applying digital technologies in healthcare are telemedicine, wearable devices recording health data, specialised mobile software, etc. The analysis of the global digital health market development allowed us to identify the largest volumes and growth dynamics of the digital health market in the European and North American regions. By type of technology, the largest share of investment is directed to mHealth and telemedicine. By components, the digital health market development is almost equal. The article defines the forecast volume of the global and European digital health market for 2024. It examines development of the Ukrainian Electronic Healthcare System, which registers electronic medical records of created and performed medical referrals, examinations, procedures, diagnostic reports, treatment plans, medical conditions, electronic prescriptions, vaccination records, medical conclusions on temporary disability and birth. Dynamics decrease in electronic medical records from March 2022 due to full-scale war invasion was revealed. Digital health technologies contribute to raising efficiency and effectiveness of healthcare systems by reducing costs; increasing availability of medical services, flexibility and adaptability of these systems. Achieving these benefits should be accompanied by ensuring the protection of patients’ personal data and clearly regulating levels of access to this data, as well as minimizing digital gaps and maximizing the coverage of the population with HealthTech services.

    Theoretical Research Aspects of the Key COVID-19 Trends and Transformation of Indicators in the Healthcare Sphere

    New cases of the coronavirus disease and its fatal consequences continue to be recorded even now, almost three years after the first detected case. The problem of the COVID-19 spread worries the world community because the virus affects the social, economic, environmental, political, and other spheres of every person’s life. The pandemic reality has brought a massive range of changes to the everyday life of both Ukrainians and representatives of other nations. The purpose of this study is to identify general trends in the dynamics of indicators of the COVID-19 rate and transformation vectors of critical indicators in the healthcare system. The article reviews modern publications on COVID-19 and healthcare. This study presents the dynamics of changes in Ukraine’s health, life, and mortality indicators concerning the COVID-19 pandemic. The urgency of this problem is due to the further detection of new cases of illness and death from COVID-19 in Ukraine. The issue of its spread requires further new research. Analytical and graphical methods were used to predict structural changes in morbidity, mortality, and factors affecting it. The data forecast period covers the years 2021-2023. The accuracy of forecasts is assessed by the MAPE and RMSPE quality criteria. The obtained results showed that the number of cases of illness and death from COVID-19 in Ukraine would decrease over the forecast period due to the increase in the birth rate and vital activity in the pandemic conditions. In the current realities of the world, human resources are of integral importance both for Ukraine with its current situation and for the world in general. The results of further research will play an essential role in the timely detection of new cases of coronavirus disease and the prevention of fatal consequences in the future. For the political structure, this study will help to predict possible changes in the behaviour of coronavirus spread for the following months or years. Also, it will introduce the necessary quarantine restrictions promptly. A comprehensive in-depth study of this problem in science and medicine can help determine new factors of behaviour in everyday human life, which affects the virus spread speed. Even though the attention of Ukrainians has shifted from the problem of morbidity and mortality from COVID-19 to the war beginning, this virus still poses a threat to our state and humanity in general.

    Influence of Waste Incineration and Obtaining Energy from it to the Public Health for Certain Territories: A Bibliometric and Substantive Study

    About 40 years ago, plastic packaging was almost never used in Ukraine. Food products were sold in glass bottles, iron cans or in paper wrappers, which were decomposed in the environment or handed over to recycling centres. However, in recent years, the situation has fundamentally changed all over the world. Almost all products have several layers of packaging made of synthetic polymer materials. It has led to the significant growth of landfills and, therefore, to the emergence of a new problem – their proper maintenance. Landfills are areas of land where household, construction and other wastes are stored without control. To reduce the volume of waste, landfills are often set on fire. This approach is unacceptable, as landfills are a serious source of soil, air and water pollutions. Arbitrarily created waste disposal points are not equipped appropriately, the products of waste decay fall into the soil and groundwater, which is the source of water supply for a large number of the national population. The decay temperature in some cases is so high that it often leads to their ignition, and large amounts of harmful substances are released into the air. In this article, the authors conducted a study of the terminological orientation of scientific publications in the context of identifying the impact on human health of the waste conversion into energy compared to the impact of the landfill operation. Bibliographic information about scientific publications in peer-reviewed publications were preliminarily acquired from the Scopus database. The obtained results showed that researchers are investigating the impact of landfills on the population health, mainly focusing on such concepts as “health”, “landfills”, “waste incineration”. The authors analysed the dynamics of scientific interest levels in this topic and determined that the highest rate would be in 2022. It confirms the growing relevance of the researched problem in the modern world. All authors’ considerations are illustrated by corresponding diagrams and tables.

    Interrelationship Between Indexes of the Population Medical Care Quality and Macroeconomic Efficiency

    During the current military situation and subsequent social challenges, the implementation of Ukrainian medical reforms is becoming increasingly relevant for the whole nation. That became critical since 2022 when the full-scale Russian invasion occurred in our state. Sometimes, Ukrainian politicians and medics present reasonable and innovative ideas to solve urgent social problems. Here, we must adequately consider the concept of medical care quality itself. This research aims to study the possibility of further use of the investigated medical sphere relationships for forecasting and monitoring economic efficiency indexes in macroeconomic healthcare. Also, we analyse modern healthcare reforms and their quality in Ukraine, ensuring social guarantees for all Ukrainian people. In the given article, the author deeply examines the tight relationship between population medical care quality and macroeconomic efficiency. The detailed study of sources on medical care quality shows no single standardised approach to the assessment of corresponding healthcare indexes. Subsequently, that makes it impossible to apply results in forecasting the consequences of medical reform influence on macroeconomic efficiency. In such conditions, the macroeconomic performance of measures and resources is highly critical. According to the recommendation list of the World Health Organization, the doctor-patient interaction regards four main components of medical care quality as relevant. They should include the doctor’s qualification, the optimal resource use, the patient’s risk and his satisfaction with provided medical aid. The economic efficiency indexes reflect the influence of healthcare changes on country’s economy due to the positive dynamics of physical, psychological and social health. Therefore, finding a stable balance and reasonable expediency in financial and economic instruments is optimal. Here, we should elaborately consider probable target index effects or their particular aspects.

    Personnel Management System in Healthcare Institutions: Foreign and Domestic Experience

    The primary role in the organisation of healthcare facilities belongs to the medical worker, and the development of an effective personnel management system is the main task of personnel management managers in this field. The current health care system in Ukraine faces the difficult task of adapting to market conditions of business through systematic restructuring and improvement of its state regulation mechanisms, and most importantly, implementation of the integrated development and management of medical personnel, on which the performance of the system’s tasks depends. The article aims to compare the personnel management system in healthcare institutions, considering foreign and domestic experience. In addition, the authors carried out a scientific and theoretical justification of the place and role of personnel management in the healthcare field in the current conditions of the European integration of Ukraine. Within the framework of this study, the authors investigated the directions of scientific publications devoted to personnel management systems in the healthcare field. Data containing bibliographic information about scientific publications in peer-reviewed publications were obtained from the Scopus database. The results showed that scholars research human resources management in healthcare institutions, mainly focusing on personnel development, HRM, total quality management, organisational culture, personal loyalty, leadership, gender issues, and psychological aspects. The analysis of the experience of European countries with a developed healthcare system allows us to conclude that there is a need to implement optimal mechanisms for the development of human resources aimed at training, support, preservation and effective use of available resources, which is one of the important areas of personnel management of the institution. In addition, the reform strategy emphasises the need for cross-sectoral linkages (between education, health, labour and finance sectors), practical analytical justification and alignment of political decisions between sectors of the economy.

    Tackling correption in the health sector

    Corruption in the health sector is unique because it includes abuse by public officials and unscrupulous behavior by other actors (drug manufacturers, health professionals, patients, etc.). The urgency of solving the scientific problem lies in the fact that financial relations in the medical field arise between a wide range of persons who can act as initiators of corruption decisions and/or their executors. The study’s main goal is to analyze the forms of corruption in the healthcare system and their consequences for society, as well as to assess the degree of interrelationship between the level of corruption and indicators of financial support in the healthcare sector. The methods of structural and comparative bibliometric analysis and correlation analysis became the methodical tools of the conducted research. The object of research is 140 countries in the world. The conducted bibliometric analysis testified to the permanent growth of the study of the issue of corruption in medicine in the scientific environment. Scientists from the United States, United Kingdom, and Germany have implemented the largest number of works on a certain topic. The conducted correlation analysis also empirically confirmed that an increase in the level of corruption in the country leads to an increase in the share of household expenses for financing their own medical needs. The article founds that the population in countries with a low level of corruption (the corruption promotion index is closer to 100) has a higher level of provision of vital medical services (reproductive health, health of women, newborns, and children, infectious diseases, non-infectious diseases and opportunities provision of services and access to them). Countries with a high level of anti-corruption and coverage of medical services include Finland, Sweden, Germany, and Great Britain. The results of the research can be useful for state regulatory bodies, specialized organizations in the field of health care, as well as public organizations.

    The Role and Place of the Healthcare System in the Formation of the National Brand

    In the view of the snowballing development of digitalization processes and post-industrial society, the service sector is the main element of sustainable economic development, where human capital plays a key role. In the study, the authors noted that the individual and his needs came to the fore. So, it`s started to play a more significant role in the methodology of evaluation of national brand indices. However, during a deeper analysis, the question arises whether such techniques consider all aspects of the socio-economic life of the individual or focus on some of its elements. The research on this issue became particularly acute during the global SARS-CoV-2 pandemic, when most of the socially active population was forced to work distance and spent more time at home and when their lives depended heavily on the effectiveness of national health systems. This study tried to determine the correlations between the efficacy of national healthcare systems and indicators used in the national brand indices. The methodology of this study involved classical scientific research methods such as systems analysis, scientific abstraction, synthesis, and statistical analysis. Besides, VOSviewer software has been used to analyze a significant number of scientific publications, which include keywords like healthcare and the national brand. The data for bibliometric analysis were retrieved from the Scopus scientometric database. This bibliographic analysis presents the findings on the research directions in the analyzed scientific literature scope. The obtained results allowed us to determine the chronology and geography of publications. The systematization of theoretical results of research issues of assessing the impact of the national health care system on the international image perception of the country showed that this issue is almost undiscovered in domestic and international scientific studies. At the same time, this problem is increasingly important in the practical sphere. To confirm this hypothesis, the authors provide a practical case on the example of the analysis of the methodology of evaluation of national brands based on the Anholt Ipsos Nation Brands Index (NBI) and Best Countries (by US News & World Report). They were analyzed through the prism of assessing the national healthcare system by the Global Health Security Index.

    The pandemic period showed uneven access of the population to quality medical care. The rural population was the most vulnerable. Accordingly, the study’s primary purpose is to determine the level of satisfaction of the rural population with the quality and accessibility of medical services (for example, the rural population of Sumy City Council), establish сausal link, and develop recommendations for improving health care in rural areas.
