However, along with the benefits, several ethical concerns exist about using digital technologies. The purpose of the article is to analyse the state of the implementation of digital innovations in the field of public administration, as well as to systemise and analyse the main groups of ethical concerns arising in connection with the use of digital technologies in public administration. The article uses methods of bibliometric, comparative, and statistical analysis. The Google trends toolkit was used to study global trends in interest in e-governance, e-government, digital government, and related terms. Digital government and e-government were identified as the most common terms to define the use of digital technologies in public administration. The bibliographic analysis was carried out using VOSviewer v.1.6.18 based on Scopus articles for 2001-2022 and made it possible to identify four clusters of scientific research on e-government / digital government and ethics. The analysis used the criterion of at least five times the co-occurrence of all keywords in publications. Based on data from the World Bank, an analysis of the level of maturity of government technologies in European countries, particularly Ukraine, was carried out. The analysis showed that most countries had reached a very high level of e-government development in the European region. In recent years, Ukraine has significantly increased the indicators of the level of e-government, especially regarding the provision of digital administrative services. The article systematises the main ethical issues of using digital technologies in public administration. Three ethical problems were formed, namely 1) privacy, security, and data protection; 2) transparency and accountability; 3) inclusion, accessibility, and non-discrimination. The third group is defined as the most relevant at the current moment. The growing digital divide in the world necessitates the search for effective mechanisms to increase digital inclusion and ensure equal access to e-government for all stakeholders. The results of the research can be useful for scientists, state, and local self-government bodies in managing their technological and digital modernisation.Item Ethical Concerns While Using Artificial Intelligence in Recruitment of Employees(Sumy State University, 2022) Gupta, A.; Mishra, M.Artificial Intelligence has evolved as an alternative to human intelligence. It affects the lives of billions of people. It mimics humans by solving problems and understanding the task. These Artificial Intelligence technologies must have some moral values and ethics incorporated within itself. The usage of AI is growing worldwide, posing more ethical issues to consider. In recent years, many companies have used various Artificial Intelligence tools such as chatbots and face recognition software for fulfilling their hiring needs. This research work will focus on such devices that help manage one of the important functions of human resources: recruitment. It will identify various challenges and ethical issues that a firm faces while assimilating Artificial Intelligence tools in the process of Recruitment. The hiring companies need to make the job seekers realize that AI-powered tools would be free from discrimination and safeguard privacy. The purpose of the study is to identify the ethical issues while incorporating Artificial Intelligence into hiring needs. The study will be based on reviews and features of applications. The study mentions various applications whose features might be unethical for job seekers. Findings reveal that the significant unethical issues faced by the hiring companies are Data privacy and unconscious biasness. The biasness is due to the algorithm that works according to the inputs fed to build it, and the programmer might have subconscious biasness in his mind. AI has restored concerns regarding privacy and data protection. According to a report by UNESCO, Women make up only 22% of all AI professionals. Gender prejudices and stereotyping are perpetuated in AI technologies due to their underrepresentation in the sector. Virtual personal assistants like Siri, Alexa, and Cortana are “female” by default, which is no accident. The submissiveness they display is an illustration of how Artificial Intelligence (AI) might continue to support and extend gender bias in our society.Item Importance of Internet of Things (IoT) in Marketing Research and Its Ethical and Data Privacy Challenges(Sumy State University, 2021) Moradi, M.This paper focuses on examining IoT applications in marketing research and provides information on how organizations utilize IoT devices and other new technologies such as artificial intelligence (AI), machine learning (ML), and social media to promote various products and services. Moreover, this study specifies how the consistent use of IoT technologies results in substantial organizational competitiveness. The paper also explains how IoT can be referred to as a new component of business analytics and digital marketing and discusses the challenges related to introducing IoT solutions.
