The objective of the article is to analyze the state of activity and functioning of the trade union movement in the public administration, to: describe deficiencies in these activities and identify ways to extrapolate positive international experiences in the matter to Ukraine. The main methods used were the general methods of scientific and specific research, including the methods of logic, analysis and comparison of the sources collected. By way of conclusion, the results of this study highlight the problems of union functioning together with the peculiarities in the civil service, therefore, it is proposed to amend the current legislation of Ukraine in order to protect the social and labor rights of public officials. The importance of the results obtained is further reflected in the fact that this study can serve as a basis for outlining future changes to Ukraine's current legislation on the functioning of trade unions in the civil service.Item Службова кар’єра державних службовців сфери освіти і науки в системі державного управління України(Сумський державний університет, 2020) Михайловська, Євгенія Володимирівна; Михайловская, Евгения Владимировна; Mikhailovska, Eugenia VladimirovnaЗдійснення економічних та соціальних перетворень, досягнення економічного зростання та надання державою громадянам управлінських послуг на високому рівні, просування в напрямі європейської інтеграції можливо лише за умови створення ефективної системи державного управління, що відповідає стандартам демократичної, правової держави із соціально орієнтованою політикоюдержави. В Україні проводиться широкомасштабна адміністративна реформа, невід’ємною складовою якої є реформування системи державної служби, системи державного управління та адміністрування, а саме:вдосконалення кадрового потенціалу, створення оновленого, потужного і дієздатного державного апарату, становлення професійної, політично нейтральної та авторитетної державної служби у всіх сферах державної політики де відповідно до законодавства України передбачені посади державної служби [1]. Нова модель системи управління сферою освіти і науки України має бути відкритою і демократичною, державне управління повинне бути реалізовано з урахуванням громадської думки, що вплине на навантаження, функції, структуру і стиль центрального та регіонального управління освітою і наукою [2].
