    Specialised Courts of Ukraine and European Countries: A Comparative Legal Analysis

    Background: The issue of judicial specialisation is one of the main concerns in the development of a judicial system. This study aims to analyse the function and legal basis ofspecialised courts among the member states of the European Union (EU) and in Ukraine. Methods: In the article, the authors used the following special legal methods: conceptual-legal, comparative-legal, formal-legal, and others. For example, the comparative-legal method helped the authors compare the features of specialised court practice in other countries and allowed them to identify how different countries regulate this issue at the legislative level. Results and Conclusions: This article argues that specialisation is driven by the need to improve the efficiency of justice and the need to apply in-depth specialist knowledge in a specific area of justice. Information and knowledge gained from the experience of different countries can be used as a basis for the implementation, adaptation, and development of relevant new provisions in Ukraine.

    Legislative Support for Expanding The Land Powers of Local Self-Government Bodies in Ukraine

    The relevance of this study is conditioned by the implementation of the reform in the context of the decentralisation of power in Ukraine, the aspirations of Ukraine for European integration and the movement for the creation of a "Europe of Regions". The purpose of the study is to comprehensively investigate the legislative support for expanding the land powers of local self-government bodies in Ukraine in the context of the movement for the creation of a "Europe of Regions" based on the analysis of scientific opinions, generalisation of the provisions of Ukrainian legislation and positive experience of other countries. Universal methods were used in the study: dialectical, empirical, and logical. The general scientific methods of cognition used in this study include analysis and synthesis, generalisation, modelling, etc. In addition, the study applied the following special legal methods: conceptual legal, comparative legal, formal legal, etc. The leading method in the study was the comparative legal method. It helped compare the specific features of the practice of other countries in the field of legislative support for the expansion of land powers of local self-government bodies, as well as identify how this issue is regulated in different countries of the continental model of the land management system. Information and knowledge from different countries can be used as a basis for the adoption, adaptation, and development of new relevant provisions in Ukraine. Based on the legislation on local self-government and land legislation, the study analysed the main powers of local self-government bodies in the management of land relations. The experience of the land management system in developed countries is studied considering the movement for the creation of a "Europe of Regions", focusing the research on the continental model of the land management system.

    Innovative development in IT Sphere in the Context of the Industry 4.0 Concept: the Case of Ukraine

    The article presents the opinions of scientists on the issue of technologies, innovation, and investment potential in the context of the Fourth Industrial Revolution and the development of the IT sector in Ukraine. It reveals that the formation of favorable innovation and investment potential in the IT sector is influenced by certain factors, as well as specific risks and obstacles. The article outlines the importance of Industry 4.0 and the development of the IT sector in Ukraine for Ukraine and other countries. A definite link between economic growth and innovation and development of the IT sector has been identified, which remains positive only under certain conditions. The authors analyze the leading indicators of capital investment by sources of financing and types of economic activity. The article also deals with the leading indicators of innovative development of Ukraine; of the most common methods of financing startups; companies are in the lead by deal value; the cost of innovation by financing sources; total expenditures in the areas of innovation at industrial enterprises. They were revealed that startups exist in each sector of the economy, which is a favorable factor for potential investors. The main problems related to the formation of innovation, development of the IT sector, and technological potential are identified, and the ways of their solution are suggested. It has been proven that Industry 4.0 is part of the Fourth Industrial Revolution and its successful completion leads to the development of the state's innovation and investment potential, as well as the development of the IT sector only if it is well organized and generously funded.
