Implementation of Renewable Energy Guarantees of Origin: A Tool for Accelerating the Post-War Energy Transition in Ukraine

Abstract

У тезах розглянуто можливості впровадження системи гарантій походження (GOs) відновлюваної енергії як ключового інструменту післявоєнної відбудови та інтеграції енергетичного ринку України з ЄС. Проведено аналіз досвіду функціонування ринку GOs у країнах ЄС, динаміки цін з 2000 по 2023 рр., а також сучасних законодавчих змін в Україні. Визначено потенціал використання GOs для підвищення прозорості енергетичного сектору, залучення зеленого фінансування та стимулювання корпоративної та побутової участі у декарбонізації економіки. Окреслено виклики, пов’язані з обмеженим визнанням українських GOs на ринку ЄС, та перспективи створення регіонального хабу й подальшого узгодження законодавства.

The paper examines the potential of implementing the system of Guarantees of Origin (GOs) for renewable energy as a key instrument for Ukraine’s post-war recovery and integration into the EU energy market. It analyzes the experience of EU GO markets, pricing dynamics from 2000 to 2023, and recent legislative developments in Ukraine. The study highlights the role of GOs in enhancing transparency in the energy sector, attracting green financing, and stimulating both corporate and household participation in the decarbonization of the economy. Challenges related to the limited recognition of Ukrainian GOs within the EU market are outlined, along with the prospects of establishing a regional hub and aligning future legislation. The findings suggest that the implementation of GOs is a promising mechanism to accelerate Ukraine’s energy transition, strengthen energy security, and foster sustainable economic recovery.
