Розвиток фінансово-бюджетного механізму державного фінансового контролю

Abstract

Дисертаційна робота присвячена розробці теоретичних підходів і практичних рекомендацій, направлених на розвиток механізму державного фінансового контролю. Поглиблено теоретичні основи розуміння державного фінансового контролю, його ролі у підвищенні фінансово-бюджетної дисципліни, методів, форм і прийомів. У роботі визначено сутність та основні складові механізму ДФК. Досліджено стан і результати ДФК за формуванням, розподілом, перерозподілом і використанням державних фінансових ресурсів. Запропоновано науково-методичний підхід до організації механізму програмно-цільового бюджетування за етапами, контрольними заходами та інформаційною базою. Удосконалено структуру механізму ДФК, яка базується на взаємозв’язку видів, рівнів ДФК та типів його ефективності. Розроблено методику оцінки ефективності механізму ДФК. Сформовано процесний підхід до побудови системи контролю якості аудиту ефективності як пріоритетного методу в структурі механізму ДФК.

The thesis is devoted to the development of theoretical approaches and practical recommendations of financial and budgetary mechanism of state finan-cial control development. Theoretical basis for understanding the state financial control, its role in en-hancing fiscal discipline, techniques, forms and methods is developed. The es-sence and basic components of financial and budgetary mechanisms of state control are defined. The condition and the results of state financial control over the formation, distribution, redistribution and use of public funds are investigated. A scientific and methodical approach to structuring mechanism of result-oriented budgeting by stages, control functions and technical instruments is proposed. Organizational structure of financial and budgetary mechanisms of state control based on relationship types, levels of financial control and types of its effectiveness is improved. The method of evaluation of the effectiveness of financial and budgetary mechanisms of state control is developed. Process approach to quality control system of efficiency audit building as the preferred method of budget programs auditing in the structure of financial and budgetary mechanisms of state control is formed.
