Abstract	In the presented article scientific-methodical approaches to distinguishing resources distribution optimality level in the resource markets are considered. Water resources case allowed doing a research of water distribution optimality between consumers in the regional market of Shostka. Practical actions, which depending on existing parameters of water economic system, will allow to direct its activity to a condition of dynamic equilibrium are offered.
