Abstract	У тезах запропоновано визначити у Законі України «Про охоронну діяльність» та у ліцензійних умовах до здійснення охоронної діяльності положення про те, що утворення (заснування) недержавної охоронної служби можливе лише громадянами України та/або підприємствами - резидентами України. Proposed to note in the Law of Ukraine "On security activity" and in the licensing conditions for the implementation of the security provisions of that formation (establishment) nonstate security service can only citizens of Ukraine and/or enterprises - residents of Ukraine.
