Особливості функціонування системи публічних закупівель в умовах відновлення економіки та забезпечення сталого розвитку

Abstract

Ефективність публічних закупівель є одним з визначальних факторів впливу на стабільність української економіки, інвестиційну привабливість держави та характеристику економічного добробуту населення. Зазначена проблематика зумовлює актуальність і потребу дослідження обраної теми в межах кваліфікаційної роботи. Мета кваліфікаційної роботи – дослідження особливостей функціонування системи публічних закупівель в умовах відновлення економіки та забезпечення сталого розвитку. У першому розділі розглянуто сутність, значення та нормативно-правове регулювання системи публічних закупівель, проаналізовано генезу законодавства про публічні закупівлі. У другому розділі зосереджено увагу на ролі та результатах моніторингу публічних закупівель у процесі розвитку економіки в цілому та конкурентного середовища зокрема, окремо проведено аналіз ефективності публічних закупівель у забезпеченні балансу між бюджетом та якісним задоволенням потреб на конкурентних відкритих умовах. У третьому розділі досліджено шляхи вдосконалення здійснення публічних закупівель з метою підвищення якості закупівель, ефективного використання бюджетних ресурсів, сприяння інноваціям, а також забезпечення відкритості та доступності інформації для громадськості.The effectiveness of public procurement is one of the determining factors influencing the stability of the Ukrainian economy, the investment attractiveness of the state and the characteristics of the economic well-being of the population. The specified problem determines the relevance and need of research of the chosen topic within the framework of the master's degree gualification thesis. The purpose of the master's degree gualification thesis is to study the peculiarities of the functioning of the public procurement system in the conditions of economic recovery and ensuring sustainable development. The first chapter examines the essence, significance and legal regulation of the public procurement system, analyzes the genesis of the legislation on public procurement. The second chapter focuses on the role and results of public procurement monitoring in the development of the economy as a whole and the competitive environment in particular and separately analyzes the effectiveness of public procurement in ensuring a balance between the budget and quality satisfaction of needs on competitive open conditions. The third chapter explores ways to improve the implementation of public procurement to improve the quality of procurement, effective use of budget resources, promotion of innovation, and ensuring openness and availability of information to the public.
