Методологічні підходи до визначення критеріїв ефективність використання МТД: методологічні особливості визначення

Abstract

Залучення та використання міжнародної технічної допомоги (МТД) є ключовою передумовою для підтримання належного функціонування системи національної та фінансовоекономічної безпеки України, а також сприяє значному розвитку вітчизняних галузей господарювання. Незважаючи на глибоку економічну кризу в Україні, роль МТД позитивно позначається на усіх сферах державного регулювання та суспільного життя. Широкий спектр напрямків активного залучення і використання МТД в Україні свідчить про її важливість та значущість для держави, що підтверджується позицією представників різних галузей науки. Це також обумовлено різноманітністю видів такої допомоги, яка дозволяє вирішувати важливі для країни завдання в стислі строки та з різним ступенем складності. Більше того, надання окремих видів МТД забезпечує не лише національну, а й колективну безпеку, що відповідає цілям міжнародних організацій, таких як ООН та ОБСЄ, та задовольняє очікування світової спільноти, особливо в умовах нестабільної геополітичної ситуації. Одним із прикладів є надання МТД для подолання наслідків Чорнобильської катастрофи, яка продовжує становити загрозу для екологічної та техногенної безпеки багатьох країн. Водночас, поширена практика реалізації проєктів/програм МТД містить певні ризики для держави, оскільки значна частина допомоги надається під конкретні умови, які не завжди вдається виконати у повному обсязі та в строк, про що свідчить вітчизняний досвід. Враховуючи це в даній статті зосереджено увагу на методологічних особливостей побудови системи ефективності використання МТД в Україні з означенням основних критеріїв до визначення такої ефективності та наслідки їх використання для України. В межах нашого дослідження окреслено чинники, які впливають на ефективність використання МТД в Україні.

For today’s Ukraine, which is in a deep economic crisis, attracting and using ITA is one of the main prerequisites for promoting the proper functioning of the national, fi nancial and economic security system of Ukraine and the necessary and signifi cant progressive development of all sectors of the national economy. Its role has a positive impact on all areas of state regulation and public life in Ukraine. The wide range of different areas of active involvement and use of ITA in Ukraine proves the widespread scientifi c and practical view of its importance and signifi cance for the state by representatives of various fi elds of science. Obviously, this is also due to the scope of types of this assistance, which makes it possible to resolve important tasks for the country, usually in a short time and with varying degrees of complexity. Moreover, providing some types of this assistance ensures not only national but also collective security, which fully refl ects the goals of international organizations such as the UN and the OSCE and should satisfy some of the expected and justifi ed demands of the international community, especially given the current unstable geopolitical situation. We believe that one of the quite successful examples of confi rming this thesis is the provision of ITA in various forms to overcome the consequences of the Chornobyl disaster, which still poses a direct threat to the environmental and man-made components of national and environmental security of a signifi cant number of countries to varying degrees. On the other hand, it should be noted that such common practices of implementing ITA projects/programs carry certain risks for the state, since a signifi cant part of them is attracted under certain conditions, which, as shown by the formed domestic experience, are not always possible to fulfi ll in full and in a timely manner. Taking this into account, this article focuses on the methodological features of building a system of effi ciency of using ITA in Ukraine with the defi nition of the main criteria for determining such effi ciency and the consequences of their use for Ukraine. Within the framework of our research, the factors that affect the effi ciency of the use of ITA in Ukraine are outlined.
