Політичні умови ефективної децентралізації публічної влади

Abstract

Однією із загальних тенденцій розвитку держав та політичних інститутів у ХХ столітті стала децентралізація, яка активно досліджується вченими в галузі економіки, політології, державного управління та юриспруденції. Не зважаючи на значний науковий доробок, досі відсутній консенсус щодо політичних умов, які здатні забезпечити реалізацію переваг децентралізації публічної влади. У дослідженні авторка здійснила спробу визначити політичні умови, за яких децентралізація покращує якість публічних послуг, що отримують громадяни на місцях. Метою статті є створення нового, міждисциплінарного розуміння наслідків децентралізації, подолання певного розриву між дослідженнями в галузі юриспруденції, державного управління, політології та економіки. Висновки пропонованого дослідження мають вплинути на розробку проєкту децентралізації в державах, які планують цю реформу. У дослідженні проаналізовано політичні умови, які сприяють реалізації переваг децентралізації. Автором уточнено теорему децентралізації У. Оутса, що є основою попередніх досліджень та проаналізовано потенційну перевагу управління наданням публічних послуг на місцевому рівні. Автором приділено увагу вивченню наступних політичних умов успішної децентралізації: виборчих систем та політичних партій. Зроблено висновок, що поєднання децентралізації публічної влади та партійної централізації, як правило, забезпечує найефективніше надання публічних послуг. Децентралізація публічної влади гарантує, що органи місцевого самоврядування чуйно реагують на потреби виборців, у той час як партійна централізація стимулює місцевих лідерів надавати послуги, які мають загальний ефект. Досліджені емпіричні результати показують, що поєднання муніципальних виборів і партійної централізації має тенденцію покращувати надання публічних послуг. Результатом дослідження є краще зрозуміння того, як децентралізація може вплинути на повсякденне життя громадян залежно від політичних умов. Дослідження автора також демонструє потенціал об’єднання різних наук для вивчення наслідків децентралізації.One of the general trends in the development of states and political institutions in the 20th century was decentralization, which is actively studied by scientists in the fields of economics, political science, public administration, and jurisprudence. Despite significant scientific progress, there is still no consensus on political conditions capable of ensuring the realization of the benefits of decentralization of public power. In the study, the author made an attempt to investigate the political conditions under which decentralization improves the quality of public services received by local citizens. The purpose of the article is to create a new, interdisciplinary understanding of the consequences of decentralization, to overcome a certain gap between research in the field of jurisprudence, public administration, political science, and economics. The conclusions of the proposed study should influence the development of decentralization reforms in the states that are planning this reform. The study analyzes the political conditions that contribute to the realization of the benefits of decentralization. The author clarified the decentralization theorem of U. Oates, which is the basis of previous studies, and analyzed the potential advantage of managing the provision of public services at the local level. The author paid attention to the study of the following political conditions for successful decentralization: electoral systems and political parties. It was concluded that the combination of decentralization of public power and party centralization, as a rule, ensures the most efficient provision of public services. Decentralization of public power ensures that local governments are responsive to the needs of constituents, while party centralization incentivizes local leaders to provide services that have a general effect. The empirical results examined show that the combination of municipal elections and party centralization tends to improve the delivery of public services. The result of the study is a better understanding of how decentralization can affect the daily life of citizens depending on political conditions. The author’s research also demonstrates the potential of combining different sciences to investigate the consequences of decentralization.
