Розвиток місцевого самоврядування в Україні в умовах євроінтеграції

Abstract

У дослідженні розглядається розвиток місцевого самоврядування в Україні в умовах євроінтеграції. Аналізується поняття «європейські стандарти» та норми, що регулюють місцеве самоврядування та місцеву демократію, закріплені в основних документах Ради Європи. Досліджується відповідність правових основ місцевого самоврядування в Україні європейським стандартам. Зроблено висновок про переважну відповідність норм законодавства України, що регулює місцеве самоврядування, основним документам Ради Європи. Виявлено невідповідність законодавчих норм, що регулюють право іноземців на участь у місцевих виборах в Україні, європейським стандартам. Запропоновано надати іноземцям, які проживають в Україні на законних підставах, право участі у місцевих виборах.The study examines the development of local self-government in Ukraine in the conditions of European integration. The concept of "European standards" and norms regulating local self-government and local democracy, enshrined in the main documents of the Council of Europe. It is being investigated conformity of the legal foundations of local self-government in Ukraine European standards. A conclusion was made about the overwhelming compliance the norms of the legislation of Ukraine, which regulates local self-government, are the main ones documents of the Council of Europe. Inconsistency of legislative norms was revealed, which regulate the right of foreigners to participate in local elections in Ukraine, European standards. Proposed to provide resident foreigners in Ukraine on legal grounds, the right to participate in local elections.
