Прозоре управління як умова сталого екологічного розвитку: взаємозв’язок корупції та «зеленої» економіки

Abstract

Cтаття присвячена встановленню взаємозв’язку між рівнем прозорості державного управління, проявами корупції та ефективністю реалізації політики «зеленої економіки», визначенню правових та інституційних механізмів, здатних забезпечити сталий екологічний розвиток країни. З’ясовано, що «зелена» економіка є невід’ємною складовою стратегії сталого розвитку. Наведено доктринальний та нормативний зміст понять «зелена» економіка та корупція. Встановлено, що «зелена» економіка як модель екологічно збалансованого розвитку потребує ефективного, прозорого та доброчесного управління. Розкрито провідну роль держави у розвитку «зеленої» економіки через забезпечення розробки та реалізацію відповідної державної політики, координацію між інституціями та ефективний розподіл фінансових ресурсів. Зазначено, що корупція, незважаючи на зусилля держави щодо її мінімізації, залишається серйозним бар’єром, що істотно гальмує екологічні реформи, спотворює реалізацію кліматичних ініціатив, підриває довіру громадян до органів державної та місцевої влади і перешкоджає досягненню сталого зростання. Акцентовано увагу на крайніх дослідженнях результати яких свідчать про негативний вплив корупції на реалізацію державних програм, підвищення вартості проєктів, спотворення ринкових умов, зниження довіри до влади, гальмування розвитку відновлюваної енергетики тощо. Вказано на доцільність зміцнення прозорості, відкритості та підзвітності органів влади, разом із посиленням антикорупційної політики, як необхідних умов для досягнення сталого екологічного зростання та реалізації ефективної «зеленої» трансформації економіки країни. Запропоновано прийняти національну стратегію «зеленої» економіки України як першочергову умову для створення ефективної антикорупційної політики у цій сфері. Зроблено висновок, що «зелена» економіка та корупція взаємопов’язані між собою: корупція стримує впровадження «зелених» технологій, тоді як «зелена» економіка вимагає прозорості, відкритості та довіри, відповідно «зелена» трансформація зміцнює доброчесне управління.The article is devoted to establishing the relationship between the level of transparency of public administration, manifestations of corruption and the effectiveness of the implementation of the "green economy" policy, defining legal and institutional mechanisms capable of ensuring the sustainable ecological development of the country. It is found that the "green" economy is an integral part of the sustainable development strategy. The doctrinal and normative content of the concepts of "green" economy and corruption is presented. It is established that the "green" economy as a model of environmentally balanced development requires effective, transparent and good governance. The leading role of the state in the development of the "green" economy is revealed by ensuring the development and implementation of the relevant state policy, coordination between institutions and effective distribution of financial resources. It is noted that corruption, despite the state's efforts to minimize it, remains a serious barrier that significantly slows down environmental reforms, distorts the implementation of climate initiatives, undermines citizens' trust in state and local authorities, and hinders the achievement of sustainable growth. Attention is focused on recent studies, the results of which indicate the negative impact of corruption on the implementation of state programs, increasing the cost of projects, distorting market conditions, reducing trust in authorities, slowing the development of renewable energy, etc. It is indicated that it is appropriate to strengthen transparency, openness, and accountability of government bodies, along with strengthening anti-corruption policy, as necessary conditions for achieving sustainable environmental growth and implementing an effective "green" transformation of the country's economy. It is proposed to adopt a national strategy for the "green" economy of Ukraine as a primary condition for creating an effective anti-corruption policy in this area. It is concluded that the green economy and corruption are interrelated: corruption hinders the implementation of green technologies, while the green economy requires transparency, openness and trust, and accordingly, the green transformation strengthens good governance.
