Abstract

У статті автори аналізують існуючі підходи до визначення сутності категорій «принципи фінансової системи», «завдання фінансової системи», «функції фінансової системи». На основі загальних понять наводяться власні дефініції, що стосуються фінансової системи. У даному науковому дослідженні автор вивчає підходи вітчизняних та зарубіжних науковців, предметом дослідження яких виступає фінансова система, до визначення переліку основоположних принципів фінансової системи та аналізує їх бачення завдань та функцій фінансової системи. На основі думок та висновків колег економістів та юристів, автори розробляють власну концепцію принципів, завдань та функцій фінансової системи. Зокрема, у даній статті пропонується систематизувати всі принципи фінансової система на три категорії: загальні, економічні та юридичні. При цьому автори наголошують на тому, що перелік принципів фінансової системи не є вичерпним, та буде доповнюватися новими принципами, які носитимуть соціальний, інформаційний, економічний та юридичний характер та виникатимуть по мірі трансформації фінансової системи держави, що в свою чергу, прямо залежить від розвитку державотворчих процесів країни. Проведене дослідження обґрунтовує позицію авторів про єдність завдань та функцій фінансової системи, про їх однакову важливість та роль для всебічної характеристики фінансової системи. Автори не лише говорять про існування і завдань, і функцій фінансової системи а й проводить лінію їх розмежування, не перебільшуючи та не зменшуючи ролі одних за рахунок інших. Через складну структуру, специфічність та складність утворення під назвою «фінансова система», у даній статті наводиться перелік лише головних завдань та функцій фінансової системи, не розподіляються осанні за ланками та сферами, що є складовими частинами фінансової системи. Автори пропонують використовувати в юридичній та економічній науці єдине універсальне поняття «фінансова система», яке за сутнісним наповненням відображає і юридичну і фінансову природу фінансової системи України.

The article analyzes existing approaches to defining the essence of categories "principles of the financial system", "the task of the financial system", "the function of the financial system." Based on the general concepts are given their own definitions relating to the financial system. This research study examines approaches by domestic and foreign scholars research the subject of which is the financial system, to determine the list of fundamental principles of the financial system and analyzes their vision tasks and functions of the financial system. Based on the opinions and conclusions of fellow economists and lawyers, by developing its own concept of principles, objectives and functions of the financial system. In particular, this article is offered organize all the principles of the financial system in three categories: general, economic and legal. The author emphasizes that the list of principles of the financial system is not exhaustive and will be supplemented by new principles, which bear the social, informational, economic and legal nature and emerge as the transformation of the financial system, which in turn depends on the development state processes of the country. The study substantiates the position of the author of the unity of objectives and functions of the financial system, their equal importance and role to the full characteristics of the financial system. The author not only tells about the existence and the tasks and functions of the financial system but also carries a line of demarcation, without exaggeration and without reducing the role of some at the expense of other.Because of the complex structure, specificity and complexity formation called "financial system" in this article only lists the main tasks and functions of the financial system, not allocated latest links and areas that are part of the financial system. The author suggests using a law and economics single universal concept of "financial system", which is essential for the content reflects the legal and financial nature of the financial system of Ukraine.
