Історико-правовий аспект становлення та функціонування фінансової системи України

Abstract

Належне функціонування фінансової системи є показником того, що дана країна є фінансово самостійною та конкурентоздатною. В даній статті було проведено ретроспективний аналіз становлення фінансової системи України. Основний етап становлення національної фінансової системи розпочався з періоду проголошення незалежності України. Відтоді почалася формуватися фінансова система, яка з кожним кроком стає схожою на європейську. Проте сучасна фінансова система не є досконалою і для подальшого її розвитку потрібно заглибитися в історію її формування. Вперше, коли згадується фінансове право – це період часів Київської Русі. Тоді воно мало примітивний характер у вигляді данини від населення, мита, зборів та ін. З виникненням держав з’явилися і їх державні фінанси. Джерелом доходів були війни, одержання данини з переможених держав та народів, внутрішні натуральні збори й податі, доходи від використання рабів у державних господарствах. Одним із етапів формування фінансової системи став період Запорізької Січі. Саме в цей період створюються автономні податки та власна фінансова система, вперше з’являється бюджет у вигляді «розпису доходів і видатків» або фінансовий звіт. Наступним етапом стало входження України до складу Союзу Радянських Соціалістичних Республік. В цей період запроваджується нова економічна політика, за допомогою якої змінюються і пріоритети фінансово-економічної політики держави. Проте дана політика мала й свої негативні сторони, які й привели в подальшому до ліквідації НЕПу. З тих пір економіка України значною мірою похитнулася, так як вона була підконтрольною СРСР. Переламним моментом у формуванні фінансової системи стає проголошення незалежності України. З цього моменту, країна стає самостійною державою та не є підконтрольною іншим країнам.

The good functioning of financial system is an indication of financial independency and competitiveness of a country. This article is a retrospective analysis of the formation of the financial system of Ukraine. The main phase of the national financial system development began with a period of Ukraine's independence. Since then started the formation of financial system, which tends to be like European system. However, our financial system is not perfect and for its further development, we need to delve into the history of its formation. Financial law is referred in a period of Kievan Rus for the first time. At that time it had a primitive character as a tribute from the public, duties, fees etc. With the emergence of states also emerged and their public finances. The sources of income were wars, tributes from the vanquished states and peoples, natural internal charges and taxes, revenues from the use of slaves in the state economy. One of the stages of financial system formation began during the Zaporizhzhya Sich period. At this time were created autonomous own taxes and financial systems, first appears as a budget "indication of revenues and expenditures" or a financial report. The next stage was Ukraine's accession to the Union of Soviet Socialist Republics. During this period, was introduced New Economic Policy (NEP) which caused the change of financial and economic policy of a state. However, this policy had also negative aspects, which were subsequently brought to the elimination of the NEP. Since then, Ukraine's economy greatly shaken, cause it was controlled by the Soviet Union. A turning point in shaping the financial system is the independence of Ukraine. At that moment, the country became an independent state and wasn’t accountable to other countries. The rest conclusions and theories about further development and functioning of the financial system of Ukraine were also considered in this article.
