Імплементація в Україні європейського досвіду державного управління соціальною сферою

Abstract

У представленій роботі автори дослідили сучасний стан соціальної сфери України, в процесі чого визначили його основні недоліки. Було проаналізовано наявні проблеми у вітчизняній системі соціального захисту, а також чинники, що їх викликають. На сьогодні, спостерігаються такі негативні тенденції, як безробіття, демографічна криза, зубожіння населення, загострення міграційної ситуації, поширення алкоголізму та наркоманії, зростання міжрегіонального напруження та низький рівень захисту населення від соціальних ризиків в цілому. На основі дослідження був зроблений висновок, що для покращення ситуації, перш за все, необхідно владнати проблеми економічного та політичного характеру, адже вони і є тими факторами, які загострюють ситуацію. Соціально орієнтована політика не може існувати без економічного підґрунтя. В той час як в ході аналізу сучасного стану вітчизняного соціального забезпечення було визначено, що Україна значно відстає від країн членів ЄС за ключовими економічними показниками. Погіршує ситуацію відсутність стабільності в політичній сфері, недосконалий стан законодавчої бази та постійні зміни в напрямках зовнішньої політики. Тож стабілізація саме економічно-політичної ситуації повинна слугувати надійною основою для подальших змін в соціальній сфері. Паралельно необхідно впроваджувати реформи, спрямовані на покращення рівня життя населення, адже добробут громадян – першочергове завдання будь-яких змін. Тож значна увага приділена розпочатому реформуванню в соціальній сфері. Зокрема, визначено доцільність медичної та пенсійної реформи, їх перспективи та недоліки, а також висловлене ставлення до оцінки реформування з боку Європейського Союзу. На думку авторів, на сьогодні реформування саме соціальної сфери є пріоритетним, адже це дозволить підвищити рівень життя населення, шляхом досягнення соціальної справедливості. У статті висловлена думка про те, що звернення до досвіду розвинених країн в державному регулюванні соціальної політики з його подальшою імплементацією є необхідним. Однак, основна увага має бути зосереджена на побудову власної моделі соціального захисту, з урахуванням національних економічних, культурних та історичних особливостей.

In this work, the authors have examined the current state of the social sphere of Ukraine and determined its main disadvantages. The existing problems in the domestic system of social protection, as well as the factors causing them, were analyzed. Today, there are some negative trends in the social sphere, like unemployment, demographic crisis, impoverishment of the nation, aggravation of the migration situation, the expansion of alcoholism and drug addiction, the growth of interregional tension and the low level of protection of the population from social risks in general. Based on the study, it was concluded that it is necessary to solve the problems of economic and political nature in order to improve the situation. Because they are the factors that exacerbate the situation. It has proven that socially oriented politics can not exist without economic justification. During the analysis of the current state of domestic social security it was determined that Ukraine is behind the EU member states for the main economic indicators. There are also the lack of stability in the political sphere, the imperfect state of the legislative framework and the constant changes in foreign politics in Ukraine. So, the stabilization of the economic and political situation can serve as a solid basis for further changes in the social sphere. At the same time, it is necessary to implement reforms aimed at improving the standard of living of the population, because the well-being of citizens should be a priority task of any changes. So much attention has been paid to the reform initiated in the social sphere. In particular, the appropriateness of medical and pension reform, their prospects and disadvantages, as well as the attitude towards the assessment of reform by the European Union has determined. According to the authors, today the reform of the social sphere is a priority, as it will increase the standard of living of the population, by achieving social justice. The article suggests that the appeal to the experience of developed countries in the state regulation of social policy with its further implementation is necessary. However, the focus should be on building our own model of social protection, taking into account national economic, cultural and historical peculiarities.
