Досвід та перспективи розвитку інноваційної діяльності в Південній Кореї

Abstract

У статті проаналізовано інноваційну активність країн світу на основі даних двох рейтингів – Bloomberg’s Innovation Index та Global Innovation Index. Визначено. що згідно з першим інноваційним лідером є Південна Корея, а згідно з другим Південна Корея займає 11 місце. Крім того, нами встановлено, що корейське інноваційне диво базується на трьох основних складових: значна державна підтримка НДДКР; постійне інвестування у розвиток людського капіталу; орієнтація на тренди сучасності.

В статье проанализировано инновационную активность стран мира на основе данных двух рейтингов - Bloomberg's Innovation Index и Global Innovation Index. Определено, что согласно первому рейтингу инновационным лидером является Южная Корея, а согласно второму Южная Корея занимает 11 место. Кроме того, нами установлено, что корейское инновационное чудо базируется на трех основных составляющих: значительная государственная поддержка НИОКР; постоянное инвестирование в развитие человеческого капитала; ориентация на тренды современности.

The purpose of the article is to investigate the peculiarities of innovation activity of one of the leading innovative countries of the world South Korea. To highlight the most innovative economies in the world we have analyzed Bloomberg Innovation Index and Global Innovation Index. The country’s innovation score in Bloomberg Innovation Index is calculated using seven equally weighted metrics. They are the following: R&D Spending, Patent Activity, Tertiary Efficiency, Manufacturing Value-added, Productivity, High-tech Density, Researcher Concentration. According to Bloomberg Innovation Index the most innovative country is South Korea in 2019. It took the following positions: second positions in R&D intensity and manufacturing value-added, fourth position in high-tech density, and seventh positions in tertiary efficiency and researcher concentration. Global Innovation Index is based on 80 metrics, including research and development investments and international patent and trademark applications, mobile-phone app creation and high-tech exports. According to the results of Global Innovation Index analyzes South Korea takes 11th position in the world rating and 2nd in region rating (South East Asia, East Asia, and Oceania). Mostly, South Korea has the best results in such indicators as R&D-related indicators, tertiary enrolment and number of researcher’s indicators, national patent applications, and high-technology export indicators. Also, we’ve investigated the model of the innovation system of South Korea. Specific features and weaknesses of its innovation system were defined. And the three main components of South Korea’s innovation system were determined. They are as follows: significant government support for R&D; continuous investment in human capital development; focus on modern trends.
