Принципи реалізації бюджетної політики у кризовий період розвитку економіки

Abstract

Бюджетна політика є одним із найбільш дієвих комплексів заходів регулювання розвитку економіки, однак змінність сили впливу окремих її інструментів визначає необхідність покращення обґрунтування її реалізації. Метою статті є уточнення змісту принципів бюджетної політики та їх специфікація до кризових умов української економіки. В межах дослідження теоретичного забезпечення реалізації бюджетної політики виокремлено дві групи її принципів (загальні та специфічні), організація яких визначається функціями політики. Показана парна комплементарність специфічних принципів бюджетної політики. Сформовано шість стратагемних комплексів специфічних принципів бюджетної політики, застосування яких є доцільним на різних стадіях економічного циклу. Обґрунтовано застосування в умовах кризи п’ятого стратагемного комплексу, що складається з принципів прозорості, ефективності, наукової обґрунтованості, лімітування, гнучкості, цілеспрямованості.

Budget policy is one of the most effective complexes of measures of economic development regulation, however, the variability of its individual instruments influence force determines the need to improve the substantiation of its implementation. The article aims to clarify the content of the budget policy principles and its specifications to crisis conditions of the Ukrainian economy. Within the framework of the study of theoretical support for the budget policy implementation, two groups of its principles (general and specific) are identified, the organization of which is determined by the functions of its policy. We showed the complementarity of the budget policy specific principles. Six stratagemic complexes of budget policy specific principles were formed, the application of which is expedient at different stages of the economic cycle. We grounded the application of the fifth stratagemic complex in the conditions of the crisis, which consists of the principles of transparency, efficiency, scientific validity, limitation, flexibility and purposefulness.
