Концепції становлення і розвитку інститутів громадянського суспільства в Україні

Abstract

У статті досліджуються історичні аспекти розвитку інститутів громадянського суспільства, у контексті з’ясування сучасного бачення їх змісту і структури. Критично розглянуті результати досліджень теорії та практики впливу грома-дянського суспільства на економіку сталого розвитку. Висвітлюються основні підходи до опрацювання сутності категорії «громадянське суспільство» та варіанти періодизації. Надано аналіз національних відмінностей у становленні і розвитку громадянського суспільства з використанням різних моделей. Зроблена спроба осмислення вітчизняного громадянського руху як передумови становлення громадянського суспільства в Україні. Проаналізовано стан та розвиток громадянського суспіль-ства України після Революції Гідності. Класифіковані інструменти оцінки міцності та загальної життєздатності сектору організацій громадянського суспільства.

The analysis of historical aspects of the civil society development is important for clarifying the essence and structure of civil society and its institutions, determining the historical and modern features, distinguishing features of civil society inherent in the present time. The purpose of the article is to study the concepts of civil society and their significance for economic transformations in society, to determine the possibility of taking into account certain provisions of the concepts in the development of the theoretical foundations of information and accounting and analytical support of civil society institutions. The chronology of civil society is studied in historical and modern aspects. An analysis of national differences in the formation and development of civil society using various models – democratic, mediation, electoral – is provided. The politicization of the concept of civil society in Ukraine, in contrast to European society, requires rethinking of the domestic civil movement, its role in the formation of the country, definition of the modern content and structure of civil society. The authors singled out two main approaches to the interpretation of the concept of civil society: narrow and broad. According to a narrow approach, the following are distinguished: the sphere of civil society, political and economic spheres of society. Civil society institutions include only public organizations and associations. According to the second, broad approach, the concept of civil society is identified with the concept of society. In the legislation of Ukraine, the civil society institution is regulated as a system of subjects endowed with rights and obligations to defend their legitimate interests in the process of further development of civil society in Ukraine and participation in the management of state affairs. However, political parties are not included in the institutions of civil society. Basic research on the civil environment in Ukraine shows that Ukraine is at the stage of building a civil society. In the process of understanding the essence and meaning of civil society in view of modern challenges for Ukraine and the world, it is possible to highlight the next stage of periodization: assigning to the category of "civil society" all participants of the public space, which will require a review of the system for assessing the state of civil society.
