Abstract	This article addresses human capital quality and development analysis under the digital transformation and economic changes effected by the COVID-19 pandemic. The primary goal of this study is to justify the theoretical and methodological provisions for developing an environment of innovation, assuring the digitalization of society through innovation activity of economic entities and human capital development by ensuring its quality under the COVID-19.
